2015 Aug: Consultation Guide Notes.

Staffordshire Moorlands District Council are proposing to build up to 1,350 new houses in Cheadle up to 2031

They claim this is to meet housing needs, although according to the latest 2012 population figures from the Office for National Statisitics the population is decreasing in Staffordshire Moorlands and the latest 2015 Local Government Figures indicate SMDC only need 2570 houses to meet local demand across the Moorlands but SMDC are planning 6000+ Houses.

The Following are a number of key points and reasons for objecting to the excessive levels of housing proposed for Cheadle (1350+  dwellings to 2031).  Please add those that you agree with to your response ideally in your own words. How to access the representation form to make objections is detailed lower down.

There are 8 Sections in the Consultation, you don’t need to fill out all sections,

 we do recommend you fill out at least Sections 1, 5 and 8:

   Section 1) Site Options

• Site specifc issues are not covered here. There are simply too many sites to cover.  Fill in issues regarding proposals near you posted on telegraph poles, or talk to your neighbours and local action groups about issues that immediately affect you and add these to your representation.  However many of the  wider policy issues detailed below also apply to specific site options  and can be added here. So Please read on.

  Section  5) Review of Policy Areas

          Policy - Spatial Strategy - Housing, Retail and Employment Land Reqiurements - Housing Levels.

• Local Aspirations are being ignored. Over 300 Representations and Over 1000 Peition Signatures over 5 years  highlight that the local community is against the proposed level of housing.  SMDC have indicated they are likely to ignore any previous points you may have raised despite this consultation being on the vast majority of the same sites. Highlight this is not acceptable and re-iterate any previous points you have made

• In response to Cheadle Residents calling for a significant reduction in our housing allocation (Petition P001411) dated 26th Jan 2015 [here], the Secretary of State for Communities and Local Government  made a statement on planning, stating that ‘the framework only asks local councils to identify and plan to meet the objectively assessed needs of their communities based on robust evidence’

• The Latest 2012 Office for National Statistics SubNational Population Prediction (SNPP) Predicts the population of Staffordshire Moorlands will only increase by 2600 by 2031 and not by the previous 7200 estimate. This has a direct impact on required housing

• The Latest 2015  Department for Communities and Local Government Houshold Prediction Figures for England 2012-2037  show a housing demand of 2573 houses for the whole of Staffordshire Moolands between 2016 and 2031 This relates to build rate of 171.5 dwellings per annum.  SMDC are currently proposing an excessive build of 6000+ houses a rate of 400 dwellings per annum with over 1350 earmarked for Cheadle. This new figure has not been factored in. SMDC continues to present excessive figures. Demand a Much Lower Target than the 1350,  a figure of 580 houses would be proportionate.

• Cheadle does not have adequate road infrastructure to cope with additional traffic. The impact on the road network will be devastating. It can already take over 20 minutes to cross through Cheadle

• Cheadle Schools, Doctors , Dentists, Car Parks and all other infrastructure cannot cope with anything like the housing development being proposed.

• Our local City of Stoke-on-Trent and the Potteries is struggling to attract regeneration of brown-field sites  [See Here] After 3 Freedom Information Requests to SMDC we identified that Stoke-on-Trent Welcomed the previous proposed reduction of housing allocation for Cheadle as it drew development focus away from these much regeneration of the Potteries.

•  The Agricultural Land , Green Fields and Open spaces around Cheadle are an important part of the life of Cheadle residents, be it contributing to feeding the population,  walking spaces for residents and pets or a semi rural lifestyle that we live here to enjoy as is our sense of community, set to be destroyed by over development.

• The combination of increased vehicle numbers and consequential slower moving traffic congestion will add significant levels of polution from Diesel Fume emissions, which have known  health and safety concerns for us and our children that walk to local schools

• Cheadle is one of a declining number of unspoilt market towns with tourism aspirations baed around our Pugin Church, Local Churnet Valley railway, Foxfield railway, Alton towers and Local Pottery industry. Any spare road capacity must be retained to allow vistors into our town to our local shops and businesses

    Section 8) Statement of Community Involvement.

•   SMDC have dropped in an ammendement to reduce their requirement to consult with residents in  the future  Instead of carrying out a formal consultation for Major (more than 10) houses, they are proposing only formal consulation for very  Large Scale (>200) houses. Writing only to adjoining  neighbours and reducing consultation to a 21 day period rather than 35 days.

              We recommend you simply  ‘object to any reduction in the Councils duty to consult with Residents’

C) Write your comments in a letter to SMDC and Send them to  FreePost RRLJ-XCTC-JBZK, Regeneration Manager, SMDC, Moorlands House, Stockwell Street, Leek ST13 6HQ. (No Stamp Required). Or
